This story has all the markings of an evil, mad genius building a secret underbase much like "Atlantis" in "The Spy Who Loved Me".
He comes ashore on his secret boat with his henchmen, all in the same outfits, looking for supplies. A few months from now he will hold the United States hostage or launch his nuclear missles!!
Or, am I the only one who thinks that?
